york as it moves toward canada. new york city among the hardest hit areas, at least ten new yorkers have died in the storm. nearly 14-foot surge of water flooded subway lines and tunnels there. was an explosion at the conn edison plant. it knocked out power to hundreds of thousands of people in southern manhattan. it could be several days before the lights come back on and trains are running again. president obama will tour storm damaged areas in new jersey. the president will accompany governor chris christie of new jersey on the tour. new york city mayor michael bloomberg says he turned down the president's request for a tour of new york city saying the recovery efforts are simply too great to accommodate a tour at this point. in our region public transportation returns to normal today. manassas park city schools are closed but most other school systems will be back open, although quite a few have announced delayed openings. for the latest weather-related closures and delays, just log on to our website. it's wusa9.com. or watch the crawl at the bottom of your screen.

yesterday monk i don't know how much they got yesterday but above 4,000 feet they had 30, 34 inches there. snow shoe looks like they're on their way to get 3 feet. >> are they going to open early? >> they don't have the employees to open up early. [ multiple voices ] >> yesterday early voting was resuming and snowplows will be in those areas to make sure people can vote. >> garrett county 29 inches. let's talk about around here. we're not dealing with snow but cold, damp weather. a chance of a passing sprinkle or shower this morning. temperatures will be climbing from the 30s and 40s to 50ish by noon. still mostly cloudy, breezy. with some luck we get to 55 and a 5:00 p.m. temperature of 53 degrees. still watching the rain and the mountain snows continuing. we've got a winter weather advisory and winter storm warnings and blizzard warnings still up for these areas as of this area with the snow flying in the mountains. still rain from ohio down into

kentucky. we've got lighter showers around here. this stuff maybe some light intermittent wipers. certainly the lowest setting. we're seeing it up toward frederick and down toward culpeper and out toward straussburg as well with temperatures own the upper 30s this morning to low 40s. 38 in leesburg. it's damp so it's going to cut through you. plus with the winds we have windchills. thankfully the winds aren't that bad right now but we still have windchills in the mid-30s. it is going to be a cool day with a high in the mid-50s here. maybe only the upper 40s in parts of the upper shenandoah valley and western maryland. let's check in with monika samtani, timesaver traffic. you teased us that things are improving on the beltway. >> it feels funny to say that i'm happy to say traffic volumes are going to be normal today. yes, we do have an accident. it's been there since 1:30 this morning on the inner loop in prince george's county. it is improving and that's

because now the three left lanes get by. on the southbound side of the beltway right here in prince george's county heading for route 450. once you're at 50, you're absolutely fine heading down toward the wilson bridge. some good news for you if that's where you're going. let's go to some live pictures. we'll take a look at 270 coming in from frederick. this is going to be normal this morning. that means your delay will start at frederick heading to route 109. you're still good to go with the lanes open. a live look at virginia on the northbound side of 95 and 395. hov restrictions will be in effect today. everything looks good at the potomac river. i'll be back with more coming up at 4:43. >> thank you, monika. flooding is the issue today. as howard has been telling us, several communities are still under a flood warning. >> some of the most severe flooding happened to our north along the monocacy river in frederick county. kristin fisher joins us live with a look at that part of the story. kristin? >> reporter: i've been out atra hoe both beach -- at

rehoboth beach the last few days so it's different to come out here in frederick and see the effects of hurricane sandy. this is the monocacy river. it's at 21 feet right now, crested at 22 feet a few hours ago. flood stage 15 feet. so this is way, way, way up. just look at that street sign right there. this is pine cliff park, a very popular park here in frederick and we can't even get to it because the entire road back there, all the parking lots completely flooded out. yesterday, i want to show you guys some pictures of probably the absolute worst of this flooding because it was when two people tried to cross some of these flooded out fields. they were trying to cross them on a boat and they got stuck in the raging waters. and they had to be rescued. pretty dramatic images. they were okay. fire crews came out and were able to take them out on a boat

and they were just final. but it goes to -- just fine. but it goes to show you how dangerous these waters can be. even a boat, raft, jet skis, you don't want to do it. even when you're driving, you can see pitch black out here. and we were just driving down this hill and this water comes out of nowhere. there's no lights. there was one cone but it's so easy to miss when you're driving around. so until these waters subside which is going to be taking place, the river levels should go below flood stage a little later this afternoon. if you're driving around frederick, just be very, very careful because it is so easy to sneak up on waters like this. once you get in that, there's no way out. that stuff is real deep. back to you. >> that's kristin fisher in frederick, maryland this morning still in flood waters. as the flood waters begin to recede, we'll start seeing a swell in the potomac river. >> 9news now ko im is live in

alexandria with a look at the potomac this morning. good morning, ko. >> reporter: good morning, matt. behind us is the potomac. it's expected to crest tomorrow evening well above flood levels. that's why a flood warning has been extended until friday afternoon. right where we're standing on king and south union streets, if i had been here yesterday morning, the water would have seeped into my rain boots. so right now is low tide that's why you're not really seeing anything. let's give you a picture of what we saw yesterday. the water coming up to union streets. today it is expected to maybe go all the way to lee street. so people yesterday here were taking pictures in the water. right now we're seeing signs of do not enter. some caution tape and some roads blocked off. this is a time we want to share with you a couple of tips. we've been talking about flood warnings all week and before if you haven't prepared yet, we wanted you to elevate any water heaters, electronics like that and also to prevent any water

from seeping into your basement or other low-lying areas. during the flood do not drive into flooded areas. you never know how deep the water is and also listen to media to get any updates. stay with us on 9news and after don't walk into any areas. just half a foot of water could sweep you away if it is moving. all in all take care. we're going to see some flooding conditions come up maybe around high tide around 10:00. we'll keep you updated. for now we'll send it back to you in the studio. >> thank you, ko im reporting live from alexandria, virginia. today thousands of passengers whose flights were canceled because of sandy are expected to finally reach their destinations take. >> our coverage of the aftermath of sandy takes us to reagan national airport where jessica doyle has more on our local airports slowly but oh so slowly recovering. >> reporter: i can tell you guys right now the workers at the airport are far

outnumbering the passengers showing up here but they're getting back to normal. they're getting the flights in. the problem is they've got to get all the planes in from other locations to reagan national and dulles and bwi before they can fill them up with passengers and take them off. that's been the process since about last night. we are going to see flights taking off this morning. there's still a lot of cancellations on the board over there. i can tell you about 40 so far running this morning here at reagan national airport after 19,000 flights were canceled since sunday because of hurricane sandy. all of this is turning into a huge economic loss. ihs global is predicting this storm will now hit upwards of maybe $50 billion in losses. $20 billion in residential losses, property damage, that kind of thing. then you have commercial losses on top of that, such as 19,000 flights canceled around the country. as for wall street, that is something that's finally

getting back to business today. wall street hasn't been closed like it has been since last friday since 1969 believe it or not. and hurricane gloria, that was the latest in 1985. i can tell you right now, wall street is really going to be assessing the economic damage of this, thinking about that. we had a fractional day on friday, the last trading close. i can tell you the dow was at 13,107. it was up just three and a half points. nasdaq was up just about two points and the s&p 500 was down on the day. so a very flat trading day. a lot of traders are going to be happy they can finally get back to work today. people here are going to be happy that they can finally head off to their destinations as well. i'm going to send it back to you in the studio. andrea and matt? >> jessica, thank you. in the aftermath of superstorm sandy, a new nba season begins. >> the 2012 washington nationals received a post- season honor. we're back with your weather and sports in two minutes.

nationals is honored by major league baseball. >> kristen berset has those stories and more in a look at your sports. good morning, everybody. the nba season got under way last night. the miami heat were in florida doing their ring presentation while two teams hoping to be there one day soon squared off up north. this year's third overall pick bradley field making his wizards at nba debut. wiz on the break here. aj price buries the triple. but just eight points for the rookie. 29 points, the last season, the rookie of the year. cavs up 2 and would pull away late. the wizards lose their season opener by 10, 94-84. major league baseball handed out their golden glove awards last night. that honors the league's best players at each position.

good morning. welcome back to 9news now. 4:47 this wednesday morning. it's halloween and howard has the all important trick or treat forecast. >> it's going to be cool or ghoul outside. should be dry and it should be -- we've had colder. we've had warmer. this one is going to be 50 'ish with some windchills. mid-40s. bundle up big time tonight if you're going to go out trick or treating and good luck. brush your teeth when you're

done. my dentist will be happy. we've got flood warnings which are up for many areas still due to a lot of streams and creeks and rivers that are still running high, but the good news here is that the map is getting smaller and smaller as far as the number of counties and areas that are lit up by these bright green areas. got the latest information on the rivers, the bigger ones like the monocacy up in frederick which is cresting now. literally in the last couple of hours. major flooding up there. that is going to probably fall below flood stage later this evening up in the frederick area. the potomac just updated this 8:00 p.m. tonight this is over at point of rocks. looks like it will crest about 5 feet above flood stage. and up the -- just checking the numbers on this, this has been up to this evening as opposed to -- should be 8:00 p.m. wednesday, not thursday. this will be this evening here when this crests at about 2 feet above flood stage on the

potomac at wisconsin avenue gauge. so we've got ath bit of flooding going on. if you want to see a neat site, go over to great falls, virginia today and just look at the water rushing. it's always very interesting to see that. cloudy and chilly, stray shower at the bus stop this morning. 37 to 44. so bundle up. sunrise not until 7:35. daylight saving time which is only going to be around for a couple more days. our day planner, plenty of clouds today. the stray shower early. by lunch time maybe peeks of sunshine, 50. i don't anticipate much more than peeks of sunshine. we'll see winds southwest 10 to 15 so still a bit on the breezy side. this evening by 8:00 we'll be in the upper 40s. west wind at 11:00. that will make it feel more like it's in the lower to middle 40s when you consider what you're going to wear or how you're going to dress your little ones for the trick or treating and our trick or treat forecast shows those temperatures falling from the -- from the near 50-degree range to the upper 40s as we go through 8:00, 9:00, even 10:00.

i don't think anybody will be out that late but it's still going to be chilly nonetheless. here's a look at the radar where we have some snow. still in west virginia some areas have seen over 30, 35 inches of snow. i've seen a 29-inch total in garrett county. showers this morning northern frederick county west through parts of eastern west virginia. this stuff is pretty light. same story showers from strasburg toward warrenton, culpeper. very light. intermittent wiper type intensities is what i'm thinking. temperatures in the upper 30s and low 40s. your windchills currently running in the mid-30s to around 40. winds have been not too strong this morning. michael & son camera, good visibility here. the capitol dome is looking nice all lit up. 43 degrees in town with a south wind at 5 miles an hour and the barometer continues to rise now at 29.51. if you're like me and sensitive to the pressure changes, you've been feeling it the last couple of days. snow will persist in the mountains here through the

afternoon with mostly cloudy skies around here. our temperatures on the cool side this halloween, 55. still some high water around. dry the next couple of days with 55 thursday. agent bit more sun but cooler friday, 52. the weekend could be a shower late sunday. don't forget clocks back saturday night. monika? >> does that mean more sleep? >> one hour more. i wish we could do it 24 hours time. >> i'll take the one hour and i'm sure all of you will be very happy about that as well. if you're planning to head around town, you'll want to know you can use metro today. normal service there but amtrak of course major problems from basically new york and heading north. no acela express service at all in the northeast corridor. modified service from newark down south. so keep that in mind for your travel plans. also if you're planning to head around town, lots of road closures. these are just a few behind me, georgetown pike over at great falls, whites ferry road, route 108, sligo creek parkway and beach drive.

basically its length because of flooding problems. let's show what you it looks like. first of all on the inner loop of the beltway at university boulevard, that was a car that slid off the road. it's not affecting traffic in terms of any lane closures. on the inner loop near route 450 in prince george's county, early morning tractor-trailer accident completely cleared. you're good to go through that area. we'll end with a live picture on the other side northbound 95 here at the fairfax county parkway looking good. i'll be back with more coming up at 4:55. back to you guys. laurel, maryland is one of the areas spared the worst of the storm but there were still some homes crushed by fallen trees and overflowing sewage systems. >> one family of six weathered the storm at home. >> it's a little stressful. >> reporter: over the next few days we'll be dealing with floods, power outages and lots and lots of cleanup. the silver lining is that not all of us have four kids stuck in a house with next to nothing to do. >> it's real nerve-racking.

the kids are not behaving n. is their only heat source. i slept most of my night on the couch. the kids crept on the floor with their brothers. they're getting on our nerves now. >> reporter: water started pouring into the basement early this morning. that's about the only good news they have. >> the hot pad ran out this morning sometime around 9:00. he said the power should be back on by now action dad. >> reporter: is this your favorite book? >> i don't know how to read. >> reporter: 15-year-old casey has found tranquility in transformers. the dvd player is the only thing without a dead battery. leaving only what kids know best. tormenting each other, tormenting the fish, or tormenting the cameraman. >> stop. >> reporter: so on this second day of sandy, all we can offer for the family is good luck.

40s. let's check in with monika samtani and find out about the back-to-work, back-to-school commute. on the northbound side of 95, we had just about that much volume all morning yesterday and we already have it at 4:57. so that's going to tell you what it's going to be like today. although all lanes are open and hov restrictions are in effect in virginia. i'll be back at 5:01. pepco has been working round the clock to get service restored to all of its customers. >> they certainly have. reporter kaitlin ross spent part of her tuesday with a pepco crew in upper marlboro. >> there's my box i normally plug in right here at night. that plug right there. everything as you can see is plugged directly into the wall so everything is running off electricity. >> reporter: electricity isn't a luxury for paul. he need it is to power his wheelchair and his bed. his battery lasted the past 12 hours with the power down but he's running low. >> after today if they don't have it and i can't plug in

tonight, then i'll be in a pickle. so, you know, all joking aside, yeah, we need electricity asap. >> reporter: with the power down, he waited low and waited for pepco to come fix it. >> i've never been so happy to see white trucks roll into my neighborhood. >> reporter: he greeted the three-man team in his front yard when they showed up. >> we're on call 24/7, 365. >> reporter: nelson has worked at pepco for 26 years and appreciates people want their power back on for all different reasons. >> the opening of the nba season tonight, think things will be good by 8:00? >> reporter: his crew worked 16- hour days until power was restored to the entire service area. it meant a few long days getting back everyone online. >> shook my head, had the phone in my hand waiting. >> reporter: as soon as the power is on at this house, it's on to the next one. >> people feel so inconvenienced and out of place
